Talk to Kokoweef mine quartermaster and you will find out that he can give you explosives in exchange for Kokoweef mining scripts (these mining scripts can be looted from dead raiders and other npc mobs).

3 Kokoweef mining scripts = dynamite.
4 Kokoweef mining scripts = plastic explosives.
