Conflict System & NPC Factions


Overview

The Conflict System is the faction warfare backbone of FOnline2, pitting major wasteland powers against each other in a struggle for control over towns across the map. The factions fight for dominance through a cycle of Town Control battles, dynamic meta-events, and town raids. Player-run factions can pledge allegiance to a side in the great conflicts, earning Influence and shaping the balance of power across the wasteland.

Town Control Battles

Town Control is the primary method by which factions seize territory. A battle is automatically scheduled every 30 minutes, with the game selecting a random conflict and a random battlefield town from that conflict.

Town Support

Every faction-controlled town has a Stability level from 0 to 100 representing how firmly the ruling faction holds the settlement:

Level Range Effect
Crisis 0–19 The town is on the verge of rebellion. Shops offer minimal goods.
Weak 20–49 Control is tenuous. Reduced shop availability.
Stable 50–79 The faction has a solid foothold. Normal shop availability.
Strong 80–100 The town is firmly loyal. Shops are well-stocked with better goods.

Support shifts through meta-events and can be boosted directly by faction officers spending Influence (10 Influence = 1 support point).

Conflict Meta-Events

Dynamic events can trigger in any conflict-controlled town, providing opportunities to shift town support and earn rewards.

Tax Collection Caravan

The controlling faction dispatches a tax caravan to collect wealth from the town.

Supply Convoy

Similar to the tax caravan, but a supply convoy delivering materials to the town.

Town Raids

A faction can raid a rival town's treasury without waiting for a Town Control battle. This requires a special item: the Vault Buster.

How to Raid

  1. Obtain a Vault Buster — a rare device that can be found in the wasteland.
  2. Travel to a faction-controlled town that is not currently under siege or hosting a Town Control battle.
  3. Use the Vault Buster on the Treasury Door.
  4. Once activated, a 12-minute countdown begins. The town's militia will attack the raider.
  5. If the militia reaches the treasury door before time expires, they disarm the Vault Buster and the raid fails.
  6. If the 12 minutes elapse, the treasury vault opens.

Note: Raids cannot be initiated during active Town Control events or when a siege countdown is running.

Consequences

A successful raid opens all treasury doors on the map, allowing anyone to loot the contents. Town support decreases by the Treasury Level of the town, and the Treasury Level is reset to zero.

Using a Vault Buster grants progress toward the Vault Buster achievement.

Player Factions & the Conflict System

Player-created factions can participate in the conflict system by pledging allegiance to one side of an ongoing conflict.

Choosing a Side

Faction officers can pledge their faction to one side of an ongoing conflict through the faction menu. This determines which team the faction fights for in Town Control battles and how NPC militia treat faction members during meta-events.

Restrictions on changing sides:

  • Cannot change allegiance while a Town Control battle for that conflict is in progress
  • Cannot change allegiance while any conflict meta-event (Tax Collection or Supply Convoy) is active
  • Cannot change allegiance if any faction member is currently participating in a queued Town Control event

Influence

Influence is a faction-wide currency earned primarily through Town Control participation. Officers can spend Influence to Boost Town Support in any zone their faction controls, converting 10 Influence into 1 support point.

Militia & NPC Behavior

Each of the four major factions has its own militia units with distinct visuals.

When a town is not controlled by any faction, a default militia takes its place.

During Town Control matches, militia AI patrols between control points. During meta-events, militia guards defend the objective and respond to hostile actions in groups. Attacking a militia NPC in a meta-event marks the attacker as hostile to all NPCs in that squad, causing nearby units to retaliate.

Conflict Map

The Northern California wasteland is divided into a grid of zones. Town Control towns occupy specific zones and display their current controlling faction on the world map. Players can view faction control data via the faction interface, which shows which towns are held by each faction.
